Rules on transportation of small animals

  1. Only when small animals and their containers and food meet the following requirements and passengers agree to take sole responsibility for all possible accidents such as injury, sickness, death of the pets during the flight can the pet be transported as checked baggage.
  2. Valid certificates are required for small animals entering or leaving the territory of the People's Republic of China and other countries covered by the flight route. Passengers traveling on connecting flights must obtain all necessary documents and certificates required at each transit point and entry point.
  3. All animals including dogs, cats, other kinds of pets, and wild animals may only be transported as cargo. For more information, please contact Hainan’s cargo transportation department.
  4. According to the latest regulations of the US DOT, Hainan Airlines is never required to accommodate certain unusual service animals (e.g., snakes, ferrets, rodents, and spiders) in the cabin.
  5. Passengers must complete all procedures for small animals at the departure airport at least 120 minutes prior to flight departure.
  6. In the following conditions, Hainan Airlines may refuse the transportation of animals.
    1. The live animal is prohibited to be transported, under national rules.
    2. The animal is not healthy or could be a carrier of an infectious disease (for instance: domestic dogs and cats with rabies and/or domestic birds from an epidemic area of avian flu).
    3. Household pet (dog and cat) younger than 6 months.
    4. The animal is pregnant or has given birth less than 48 hours before departure.
    5. The passenger has failed to prepare completely for the animal transport.
    6. Some factors are unsuitable for live animal transport, such as during bad weather and intense heat (the departure and destination airports at a temperature over 85°F/29°C).
    7. The aircraft type is unfit to transport live animals (If the cargo compartment is not pressurized, a pet could suffocate. Therefore, confirmation of information from airline staff before departure is necessary).
    8. Transport of pets to certain destinations may be restricted by local law.
    9. In airline staff’s judgment, the pet may be a hazard to passenger’s baggage or the pet may inflict self damage during transit.
    10. If an interline connection is planned and the passenger has not received approval of the connecting carrier to transport the pet.

Transportation conditions for small animals transported as checked baggage

Transportation documents

A valid health certificate, rabies vaccination certificate and all other necessary documents required by countries covered by the flight route for transportation of small animals as checked baggage are mandatory. For entering China, documents should include but are not limited to United States Interstate and International Certificate of Health Examination for Small Animals with the signature of a licensed veterinarian and a rabies vaccination certificate.

Restrictive requirements

To ensure a safe and comfortable environment for pets, Hainan’s employees will decide if the temperature is within an acceptable range before completing boarding procedures for pets. If it is impossible to transport the pet due to a temperature restriction, Hainan’s staff and the passenger will agree on another suitable time for transportation. Hainan’s employees may decide that the temperature is not suitable for transporting pets taking into consideration the pets’ safety and health. The decision shall be made based on the actual or forecast temperature at the departure airport and each destination airport. In summer, Hainan does not accept pets as checked baggage to and from cities whose temperature is normally above 85°F / 29°C.

Transportation liability

Passengers are required to complete and sign an Application for Pet Transportation on Hainan Airlines. Passengers shall take sole responsibility for small animals transported as checked baggage. Hainan is not liable for any injury, loss, delay, sickness or death of small animals due to entry rejection.

Feeding and movement: passengers shall be solely responsible for food and water feeding and movement of pets at each stopover airport throughout the flight.

The checked pet must be stored in a reliable metal or wooden kennel. The passenger and Hainan are responsible for following U.S.D.A and IATA regulations regarding the size and type of kennel that is acceptable. The kennel must effectively prevent the animal from damaging or escaping from the container or coming into contact with passengers, baggage or cargo outside the container. The container should be well-ventilated to prevent suffocation. The size of the container must not exceed the width and height of the cabin door. The container must ensure ease of food and water feeding as well as standing and reasonable movement of small animals. The bottom of the container should be leakage-proof to prevent the leakage of excrement and urine from contaminating on-board equipment or other articles. The wheels on the bottom of the kennel have to be removed or locked to preventing them from rolling in transit.

The kennel must have a sign attached stating ‘LIVE ANIMALS” and “UP”. Refer to the attachment.

Small animals are subject to overweight baggage charges.

Standards for pet kennels

Kennels must be strong enough to prevent pets from escaping and having access to passenger baggage outside the kennel. Liquids and other substances must not leak from the kennel to prevent damage to the aircraft and other property.

Hainan Airlines recommends you to choose an approved aviation pet kennel, which is light, and sturdy. These can be purchased at most pet shops. Following is an example:

  1. The kennel must effectively prevent them from damaging or escaping from the kennel or coming into contact with passengers, baggage or cargo outside the kennel.
  2. The kennel should be well-ventilated to prevent suffocation
  3. The bottom of the kennel should be leakage-proof to prevent the leakage of excrement and urine from contaminating on-board equipment or other articles. The leakage-proof material could be towel, blanket or newspaper.
  4. The kennel must be attached with a sign of ‘LIVE ANIMALS” and “UP”. Refer to the attachment.
  5. The kennel should be large enough for the pet to stand, sit, turn around and lie comfortably.
  6. Kennel holes, openings or gaps between bars shall be large enough for ventilation but small enough to not permit the extension of the extremities of paws and tails.
  7. One kennel is limited to carry one pet. Exception: Two puppies younger than 6 months, two kittens or a pair of birds can be transported in one container.
  8. All the components of the kennel, including screw nuts, bolt, rivets and lock, should be firmly fixed and well-qualified.
  9. Pet kennel should be locked.
  10. For facilitating carrying, pet kennel should have a protruding edge at least 0.74inch(1.9cm) wide on each side of the kennel.
  11. Wheels of the kennel should be locked or should be taken off to avoid moving during transport.
  12. Feeding and drinking: food and water should be placed in the kennel for pet to obtain at any time. It is better to outfit kennel with two fixed dishes on one side of the kennel, to fill food and water separately. If two dishes are not available, one dish separated into two parts can be an alternative.
  13. If the containers are not in compliance with these conditions above, the transport will be rejected.

The following kennels are not accepted by Hainan Airlines

  • The kennel is made of soft materials.
  • The kennel is combinable and foldable.
  • The kennel is totally made of wire
  • The kennel has a door or vent on its top.
  • The kennel door is made of plastic or glass fiber.

Even if in compliance with the condition stated above, the transport of your pet is your responsibility. Hainan Airlines will not be liable if your pet is injured, becomes ill or dies. You must complete and sign the required form for shipping your pet. Only then can your pet be transported as checked or carry-on baggage.

Charges

  1. Declaration of value of pets cannot be made (including service dogs and non-service dogs).
  2. Service dogs are transported without charge.
  3. The total weight of pet, its kennel, and food are not counted toward free baggage allowance.
  4. It is charged as overweight baggage.

All other routes

For all other routes, fees for transporting animals will be calculated according to overweight baggage fees. Fees will be calculated according to the total weight (in kilograms) of the animal, its container, food and water, times the standard overweight baggage fee per kilogram. The standard overweight baggage fee is 1.5% of the highest published economy class single adult ticket fare.

Transportation of service animals

For transportation of an emotional support or psychiatric service animal in the cabin and transportation of a service animal on a flight segment scheduled to take 8 hours or more.

Please inform the local authorized ticket office of Hainan Airlines at least 48 hours prior to departure time of the flight when making reservations and prepare the required transit and landing permits, health declaration and vaccination certificate, if traveling with a service dog.

Normally, for a service dog entering China, accompanied in the cabin, the following paperwork should be prepared:

United States Interstate and International Certificate Of Health Examination For Small Animals with the signature of a licensed veterinarian, a rabies vaccination certificate, service dog certificate (Dog name, Breed, Color, Country of Origin, Owner name and address, Contact information), Certificate of completion of a service dog training program.

For Emotional Support Animals travelling in the passenger cabin, Hainan  requires documentation on letterhead from a mental health care professional stating:

  1. Passenger has a recognized mental or emotional disability
  2. Passenger needs emotional support for flight and/or activity at destination
  3. Assessor is a licensed mental health professional, and passenger is under his/her care
  4. Date and type of mental health professionals license and state or jurisdiction of issue

Check-in

On departure day, please check-in least 2 hours before departure time with your service dog, and relevant documents.

Service dogs, such as a seeing-eye guide dog or a hearing-ear dog, are allowed to travel in the passenger cabin without charge. Additionally, its weight is not counted toward the free baggage allowance. However, a service dog may not occupy a seat nor be placed near the Emergency Exit.

For safety and hygiene, the passenger is responsible for placing a waterproof absorbing cloth carpet where the service dog can lie and stand through the journey. The dog should be secured with a strap before boarding and during flight.
